摘要
非政府组织作为一种回应市场与政府双重失灵的民众利益表达团体,正在发展成为促动中国社会转型的重要力量。囿于社会基础、关系定位和管理体制等多种因素制约,非政府组织在中国的发展实情并不尽如人意。着眼于非政府组织自治与政府规制的协调与互动,中国必须着力于理顺关系、搭建平台和防控风险等方面的制度建设,以促进非政府组织的健康有序发展。
Non-governmental organization,as the group expressing the public interest to respond to the dual failure of the market and the government,which has been becoming an important force to promote social transformation of China.Due to a lot of restrictions such social base,relationship orientation and management system and many other factors,the development of non-governmental organizations is not satisfactory in our country.In order to coordinate and interact Non-governmental organization autonomy and government regulation,our country has to focus on regulating systems which sort out relationships,build a relevant platform,and prevent risks,and so on,to promote non-governmental organizations developing healthy and orderly.
