摘要
应急资源匮乏直接影响公共危机管理中资源配置绩效。本文从资金投入不足和物资储备不足两个方面分析公共危机管理中资源配置绩效低的根本原因,试图构建能够有效储备和配置应急资金的"社会发展风险基金"储备金制度和基于应急物资物流平台的"应急实物准备库"制度,以弥补资源不足和配置失效的缺憾。基于储备金制度的"社会发展风险基金"预算制度既能够保障紧急处置费用,又能够保障日常公共危机管理费用,还能够保障储备物资费用;基于应急物资物流平台的"应急实物准备库"制度能够加强国家在应急管理中调控市场、稳定物价、消除社会公众心理恐慌、恢复经济稳定发展的作用。
