摘要
通过将我国科技创新活动合理划分为前期诱导、中期转化和后期实现三个阶段,实证分析了我国资本密集型创新模式下的省际科技投资效率差异的原因以及我国科技创新活动的演进机理。利用1999—2007年我国30个省市区的科技投资活动的面板数据,分别估算了各省科技投资活动的诱导乘数、转化乘数和实现乘数,结果发现,我国不仅东中西部各区域的技术创新效率差异较大,而且大区域内省际差异也很大,特别是我国东部很多省份科技投资效率存在"短板"。结合实证结果,对省际科技投资效率差异的原因进行了探讨,并提出了相应的对策建议。
This paper,based on the time dimension,analyses the differences of science and technology innovation efficiencies among provinces in our country.From the course of technology and science innovation,we divide the whole innovation activity into three gradients: prophase abduction,metaphase translation and anaphase realization and discuss the evolving mechanism.By utilizing the empirical data from 1999 to 2007 in 30 provinces in our country,we estimate each multiplier of prophase abduction,metaphase translation and anaphase realization in every province to analyse the cause of the differences in science and technology activity efficiencies.We find that it's not only in east-section mid-section and west-section that have quite different discrepancies,but in the provinces belonged to a big district as well.Especially,we find that each province in the east-section has lack plank in science and technology innovation efficiencies.In the end,we argue openly about the differences of science and technology innovation efficiencies based on the behaviors of the local governments and render some corresponding countermeasure advice.
