摘要
基本农田是耕地中的精华,几乎承担了全部的粮食生产任务,是确保粮食安全的物质基础。正确理解基本农田保护,不仅要重视数量保护,更要重视质量保护和耕地生产能力保护。本文从耕地的数量、耕地的质量、土地利用形态、生态环境等方面分析了我国基本农田建设与保护的基本形势,阐述了新一轮规划修编中基本农田布局与调整的新思路,介绍了耕地保护目标责任制、国家建立基本农田建设集中投入制度、补充耕地数量质量实行按等级折算等我国为加强基本农田保护的相关制度。集中资金、主动建设、积极保护,以建设促保护,是我国今后一段时期基本农田保护的方向,必将为基本农田保护制度注入新的活力。
Basic arable lands are the essence of arable lands,which almost takes full food production responsibility and ensures the material basis for food security.The protection of basic arable lands is not only on quantity,but also on the quality and production capability.This paper,from arable land quantity,quality,utilization status and ecological environment,gives a review on the situation,expands the new planning and new ideas,discusses the responsibility of arable land protection objectives,national centralized investment system,compensated arable land quantity and quality converted by grades.The future task of basic arable land protection is to pool capital,actively construct and protect the arable lands,which will activate the basic arable lands protection system.
