摘要
当前,土地问题是我国城乡一体化面临的核心问题和首要问题,对农民土地发展权益的保护是土地问题的重中之重。农民土地发展权益包括两个层次:一是土地现存价值、失地补偿利益;二是土地开发经营增值利益。我国城乡一体化农民土地发展权益保护存在制度性缺失,总结实践经验,完善制度建设,是进一步深入推进城乡一体化建设的重要任务。
In nowadays, land issues have come to be the core and primary problem in the process of urban-rural integration in China. Among these issues, the most important one is the protection of farmers＇ land development rights, which consists two levels： first, the compensation for the present value of the land; second, the economic interests in land development. Since farmers＇ farmland development rights have not yet been protected institutionally, it is important to summarize experi- ence in the practice and further the related institutional construction in the future development of urban-rural integration.
