摘要
随着生产力的发展,农地承包经营制表现出经营权权能不完善、承包经营权不够稳定等缺陷。国有永佃制与承包经营制相比产权主体更明晰,权能更完整、更稳定。提出了国有永佃制初步实施方案,并就可能伴随产生的问题提出了补充建议。
With the development of productivity,there are many shortcomings about the contract right of management on farming area,such as imperfect management and unstable contract right.State-owned permanent tenancy system is better than the contract right of management on farming area.The article has put forward the preliminary implementation plan of state-owned permanent tenancy system,with stating the additional remarks about the future problems.
