摘要
长江流域水环境恶化,已经成为流域经济社会可持续发展的重要制约因素之一。虽然流域内城市和工业点源污染正逐步得到治理,但当前以农药、化肥和畜禽养殖业污染为主的农业面源污染,开始成为长江流域水环境治理的重点和难点。面源污染主要产生于农业生产中,由于人们的认识及面源污染分布广,治理难度更大。针对长江流域农业面源污染治理中存在的主要问题,从政策法规、市场引导、治理措施、环境监测与科研宣传等方面,提出了加强政策和市场引导,采取工程与非工程措施,加强环保宣传力度等对策建议。
The worsening of water environment has become one of vital factors restricting the economic and social development in the Yangtze River Basin.Although the point pollution has been controlled gradually,the rural non-point pollution coming from pesticide,fertilizer and animal-poultry breeding,has become the main source of water pollution and it is the key point of the water environment treatment of Yangtze River Basin,which is difficult to be solved.The non-point pollution is mainly caused by agricultural production,due to limited understanding and its widespread distribution,its control becomes more difficult.In view of the problems in the prevention of rural non-point pollution,we proposed countermeasures including strengthening the guide of policy and market,adopting engineering and non-engineering measures and reinforcing the publicizing from aspects of policy and law,market guide,treatment measures,monitoring and research publicizing.
