摘要
目的:推动基本药物制度在西部农村地区的可持续实施。方法:通过现场调研,收集相关资料,分析当前西部农村基层医疗卫生机构实施基本药物制度初期面临的问题。结果:调研发现,目前存在的主要问题是政策制度不完善、招标配送制度不健全、药品利用不充分、补偿机制尚未建立等。结论:建议完善相关政策制度,推进农村卫生综合改革;利用现代医药物流手段,规范基本药物招标和配送;适当调整药品目录,促进基本药物有效利用;规范药品定价,完善基本药物补偿机制。
OBJECTIVE： To promote the continuous implementation of National Essential Drug System in western rural areas. METHODS： Through on-field survey and information collection, the problems about the implementation of National Essential Drug System in primary medical institutions of western rural areas at initial stage. RESULTS： At present main problems were imperfect policy system, unsound bidding and distribution system, inadequate use of drugs and lacking of compensation mechanism, etc. CONCLUTION： It is suggested to perfect the policy systems and promote the comprehensive reform. By means of modern pharmacy logistics means, the bidding and delivery of essential drugs have been standardized. The list of essential drugs was adjusted to promote use of essential drugs. It is also suggested to standardize reasonable pricing and perfect compensation system of essential drugs.
