摘要
中部地区构建残疾人终身教育体系的制约因素主要有经济社会发展水平、"内陆意识"的人文环境、中部崛起的发展战略以及滞后的终身教育。树立正确的残疾人终身教育观、制定科学的目标规划和地方性法规,成立管理机构、优化教育资源以及建立资金投入的长效机制是构建中部地区残疾人终身教育体系的基本策略。
The main affected factors are under-developed economy, developing strategy of rising in midland, inland ideology and backward life-long education. The basic strategies are establishing a correct concept of education for the disabled,setting up the scientific goals ＆ planning, trying to make the local laws ＆ regulations, founding the management organizations, optimizing the education resources and setting up long time effective mechanism to finance input.
