摘要
制定新的人员编制标准,确定合理的人员编制,建立健全编制管理的配套措施是当前人事制度改革中亟待解决的问题之一。作者认为不合理的编制状况必须通过对编制的全方位管理才能得到有效的解决。医院定编工作的实践表明,统一思想、提高认识是搞好定编工作的前提条件;制定合理的、科学的人员编制标准是搞好定编工作的关键;加强配套措施的改革与实施是搞好定编工作的基本保障。
Laying down a new standard of manning quotas, identifying reasonable formation, establishing and improving the supporting measures of maning quotas management is the one of problems having to be settled urgently in the reform of personnel system at present, we think that the unreasonable stitution of manning quotas must be go through omnibearing management of manning quotas and can it be solved effectively. The fact of delimiting the organizaion structure in our hospital indicates that unifying thought and raising view is the precondition of improving the work of reasonable manning quotas, and that laying down a reasonable and scientific standard of manning quotas is the bey point of improving the work of reasonable manning quotas, and that reinforcing reform and implementation of supporting measures is the basic assurance of improving the work of reasonable manning quotas.
