摘要
本文提出了能源投资效率的概念,指出了研究能源投资效率对我国环境保护以及经济社会的可持续发展具有重要意义,分析总结了研究能源投资效率过程中一些尚未解决的问题,并依此得出对我国能源投资的几点启示:提出了对国家有关部门的建议和衡量能源投资效率的综合性指标———能源投资环境经济效率(NIEEE),以及参照沃尔评分法建立全面、综合的能源投资效率指标评价体系的初步构想。
This paper puts forward the concept of energy investment efficiency.It points out that the necessity of the research to environment protection and sustainable development of economic society in China,analyzes and summarizes the problems existing in it.Then it takes to the enlightments of energy investment in China.It makes some proposals to national authorities,and takes out a comprehensive indicator—energy investment efficiency involves environment and economy（NIEEE） to measure energy investment efficiency,and a preliminary ideal for a comprehensive integrated energy investment efficiency indicator based on Wal-sore system.
