摘要
新医改要求做好农村与城镇居民医疗保险制度的统筹。通过对镇江、常熟、襄汾、重庆等地试点工作的分析,指出城乡医疗保障制度的衔接与地区经济发展水平、户籍制度改革和管理机构效率等有很大关系,各地应该积极探索合适的城乡统筹医保模式,精简机构,明确权责,大力发展当地经济,确保城乡居民医保统一运作,从而完善我国医疗保障制度。
Overall planning for guaranteed urban-rural basic medical insurance is the requirement of the new healthcare reform.This article hence analyzed the experiences from such pilot areas as Zhenjiang,Changshu,Xiangfen,Chongqing and so on,and then pointed out that the integration of the rural and urban systems depend mainly on the economical development,on the household registration reform,and on the efficiency of administrative agencies.All the districts should actively explore the adapted systematic mode,streamline administrative infrastructures and clarify liabilities and responsibilities,develop vigorously the local economy,ensure the unified operation of the insurance so as to improve the system.
