摘要
城乡医疗保障制度的衔接问题是当前中国社会保障发展战略研究的重要课题之一,学术界对此有不同的见解。对于专家学者的各种观点,本文从建立城乡衔接的医疗保障制度的必要性与可行性,衔接的顺序、思路、切入点以及资金筹集等方面进行了归纳;并提出城乡医疗保障制度衔接的研究虽有丰富的成果,但也存在缺乏定量研究、系统研究、操作性研究、实证研究等问题。
Links between urban and rural medical security system is one of the most important projects of China social security development strategy. We analyzed the necessity and feasibility of urban- rural medical security system, and its order, thinking, initiative step, and financing. We concluded that current researches were lack of quantitative, systematic, operational and practical researches, although there are plentiful researches about urban- rural medical security system.
