摘要
城市创新体系的创新机制是影响城市创新体系综合绩效的重要因素。基于资源要素投入的视角，重构了城市创新体系的创新机理，并以上海市创新体系为例，构建城市创新体系创新机制的初始模型和修正模型。使用上海城市创新体系1995～2007年的科技投入与产出数据，通过结构方程模型对创新机制的初始模型和修正模型进行了实证研究和比较研究。在实证研究的基础上，揭示了城市创新体系创新机制的4条规律：①城市创新体系的投入与产出之间因果关系并不是简单的线性关系，两者之间的关系需要放在城市创新体系中加以研究；②人力资源投入调节财力资源投入与科技成果产出质量之间的关系；③财力资源投入调整人力资源投入与产业成果产出之间的关系；④城市创新体系的财力资源投入和人力资源投入在数量上的匹配，影响城市创新体系的资源配置效率和综合创新绩效。
Innovation mechanism is the key factor influencing the overall performance of a city＇s innovation system. The paper, based on the resource view, reconstructs the innovation mechanism of a city＇s innovation system, and builds the original and revised theoretical model by taking Shanghai for instance. The paper testifies the hypothesis of both model using the data from 1995 to 2007, and draws four conclusions from the empirical research and the model comparison. Firstly, the relationship of the inputs and outputs of a city＇s innovation system should be considered systematically. Secondly, the human resources input moderates the relationship between the financial resource input and the S＆T output quality. Third- ly, the financial resource input moderates the relationship between the human resource inputs and the industrial outputs. Finally, the match of the human and financial resource is a vital factor to the overall performance of a city＇s innovation system.
