摘要
知识经济时代的来临 ,作为“第一资源”的科技资源 ,其配置问题日益受到重视。本文综述国内学者的主要观点 ,从探讨科技资源的内涵和外延入手 ,重点分析了配置效率的评价方法 ,将其归为比较分析法、机制分析法、结构优化法、配置能力分析法、DEA分析法、模型评估法、边际分析法、区域分析法几大类 ,并对其逐一进行了比较 ,同时就配置中存在的投入不足、调控不力、结构失衡、效益不高等问题进行分析 。
Allocation resources is a perpetual theme in economics.With the coming of era of knowledge economy,people pay more attention to the allocation of science & technology resources.There are many researches on this topic.In this article,the author tries to comprehend the opinions of home researchers.At first,dicuss the connotation and extension of this concept;then mainly analyse the approches of reviewing efficiency of allocation,then divide them into eight types,such as comparing analysis approach,mechanic analysis approach,structure approach,allocation ability analysis approach,DEA analysis approach,marginal analysis approach,regional analysis approach,and compare them one by one;finally analyse the existing questions—shortage of inputing,invigoring control,unsymmmety structure,low efficiency,and present relative policy.
