摘要
本文针对我国城市规划公众参与工作存在的种种不足进行了分析,通过建立反馈模型,分析政府和公众对公众参与的预期回报,指出"参与"回报难以预期以及"不参与"风险约束不足是公众参与难以深入实施的两大根本原因,并在此基础上构建了由政府主导的"预期回报保障系统",以推动城市规划公众参与工作在我国的发展。
This paper analysised the deficiencies of the urban planning public participation in our country producing feedback models and analyzing governments＇ and citizens＇ anticipated returns of public participation indicated that dilemmas obsessing public participation result from two root causes：the difficulty of anticipating returns of ＂participation＂ and the inadequateness of risks brought by ＂non-participation＂.Based on this conclusion.we suggested Expected Return Guarantee System led by governments for improving urban planning public participation development in our country.＂
