摘要
通过灾后反思，阐述水土流失使生态环境恶化，造成水库、河道淤积，是洪水灾害形成的根本原因。指出有效地预防洪水灾害，最根本的措施是搞好水土保持工作。
Through the back thinking after flood,the author expounds that water and soil loss is the forming cause of flood disaster,it makes the ecological environment deterioration and the reservoirs and rivers aggradation.He points out that water and soil conservation is the base of effective FP.
