摘要
流动人口是中国户籍管理制度下的一个独特群体,为当地经济发展作出了重大贡献,与此同时,流动人口犯罪也已经构成了大连及其它经济发达地区社会治安的主要威胁。根据大连市2006年1月至2009年2月已判决生效的流动人口刑事犯罪情况统计数据分析,大连市流动人口犯罪的主体特点表现为青年化、低学历、一般共同犯罪比较突出等;动态特点表现为侵财犯罪突出、城乡结合部犯罪高发、罪案量随季节与节假日变化等。从中可以看出,流动人口犯罪居高不下的主要原因有对经济利益的追求、主体文化程度低、社会控制力薄弱、反社会心理严重。构建大连市打击流动人口犯罪新机制,必须坚持系统性、开放性、发展性、可行性原则,建立健全社会保障体系,加大社会综合治理的整合力度,构建大预防格局;建立动静结合、刚柔并济的流动人口犯罪打击机制。最终形成社会综合治理、公安专项整顿、社区预防体系等打防结合新格局。
The floating population is a unique group under the household registration system in China,who have made a significant contribution for local economic development,at the same time, whose crimes have also been constituted a major threat to the social security in Dalian and other economically developed areas. According to the statistics of the criminal crimes of floating population in Dalian from January 2006 to February 2009,the main characteristics of crimes committed by floating population in Dalian were young, low literacy and commited together; dynamic characteristics were against property,highly in urban fringe and the amount changed with the seasons and holidays.Seen from this,the main reasons for the high crimes committed by floating population were the pursuit of economic interests,the low educational level,the weak social control and the serious antisocial psychology.To construct a new mechanism to combat crimes committed by floating population in Dalian,must adhere to the systematic,open,developing and feasible principle to establish a sound social security system,to increase integration efforts of social comprehensive managenment and to build a large prevention pattern;create dynamic and static,hard and soft combating mechanism against the crimes of floating population. Eventually form a new pattern of combining punishment and prevention of a social comprehensive management,special rectification of public security and the prevention system of the community.
