摘要
针对我国各地区发展水平差异较大的现状,为从全国范围内减少碳排放与碳吸收量之差及净碳排放量,提出了建立区域间碳汇投资机制,以系统动力学流程图说明了该机制的运行情况,并从交易市场建立、区域间财政转移支付等方面给出了实现这一机制的政策建议。
Taking into account the different levels of development in different regions in China and in order to reduce national net carbon emission, this paper proposes an interregional carbon sinks＂ investment mechanism, which is illustrated by a system dynamics model. Policy adviees are given to fullfill this mechanism in terms of establishing trading market and financial transfer and payment between regions.
