摘要
社区禁毒是《禁毒法》实施后全新的戒毒措施,这一措施目前面临四大困难:一是社区发展教育程度整体偏低导致社区戒毒依托困难;二是社区戒毒与自愿戒毒关系不清楚导致社区戒毒决定困难;三是《禁毒法》配套法规缺失导致社区戒毒开展困难;四是戒毒经费及专业队伍紧缺导致社区戒毒落实困难。本文旨在通过上述社区戒毒困难调研,提出四项对策建议。
Therapeutic Community drug treatment is a brand new approch for drug detoxification implemented after the enactment of Drug Control Law of People＇s Republic of China.At present stage,there are four main problems need to be worked out： I.Weak community foundation for drug treatment because of low level of education.II.Obscure definition between Therapeutic Community drug treatment and voluntary detoxification.III.Lack of matching regualtions to the Drug Control Law IV.Shortage of budget and professional staff.Though a series of research,this essay has proposed 4 countermeasures to cope with those problems which obstruct the implement Community-based drug treatment.
