摘要
近年来突发环境污染事故频繁发生,对于高质量环境污染事故应急预案的需求越来越迫切。根据《环境污染事故应急预案编制技术指南(征求意见稿)》,参考国外应急预案评估指标,构建企业突发环境污染事故应急预案评价评估方法和指标体系,对某市116家企业编制的突发环境污染事故应急预案进行了评估。评估结果表明现有企业突发环境污染事故应急预案中缺少环境敏感区描述、应急疏散方案、应急信息公开等关键内容,对应急监测、应急保障等内容重视不够,严重影响企业突发环境污染事故应急预案的有效性。
Based on the national guideline——Technical Guide for the Preparation of Emergency Plans for Pollution Incidents（draft） and reviewing the relevant documents of some foreign countries about methods and evaluation indices system,this paper submits an evaluation on the emergency preparedness plans made in recent years with a case study in a city including 116 industrial enterprises.Results reveal a number of shortcomings in the present emergency preparedness plans prepared by some factories,which would compromise the effectiveness of the plans in case the pollution incidents take place.
