摘要
本文通过对山西省地方煤矿和国家统配煤矿有关方面的比较，重点分析了山西省地方煤矿的数量、规模、分布、开采技术及权属性质的特点，进而论述了地方煤矿造成土地破坏日趋严重的原因、后果和被破坏土地的类型，最后相应地提出了一套防治地方煤矿土地破坏的管理、立法、政策和技术对策。
By the comparision ofrelevant aspects of local coal mines and national coal mines in Shanxi Province,this paper mainly analyses the characteristics of number,scale,distribution,exploiting technology and right nature of local coal mines in Shanxi Province,and further discuss the reasons which lead to more and more serious land destruction,expound its results and the types of land destroyed;at last,a series of countermeasures to prevent and harness land destruction are put forward correspondingly,which relate to management,legislation,policy and technology.
