摘要
总分馆制是形成覆盖全社会的公共图书馆服务体系的有效形式之一。桐庐县图书馆在杭州地区作为试点单位率先创立了县级模式的总分馆制,走出了一条适合自身发展的新路子。分馆建设在不断推进中也存在着诸多问题,应减轻总馆的业务负担,提高分馆的服务功能,缩小各分馆的效益差异,加大政府的重视和扶持力度。
Setting up a central and branch library system is one of the most effective ways in achieving the public service system covering the whole society.Selected as a test town in Hangzhou District,Tonglu Library took the lead in setting up county-level central and branch library systems.Of course,during setting up the branch libraries we met a lot of difficulties：how to reduce the burden of the central library,how to improve the service operation of the branch libraries,how to eliminate the differences of the branch libraries,how to strengthen the government＇s focus and support on it,and so on.
