摘要
2011年是我国加快推进现代渔业建设的承前启后之年,需要加强对我国渔业发展进行回顾总结和前瞻性研究。本文从渔业的供求关系、产业结构、发展方式、产业地位和制度创新等方面探讨了"十一五"时期我国现代渔业发展的主要特征,分析了"十二五"时期渔业发展具有强农惠农政策、国家食物安全重视、国内外市场多样化需求、国家生态文明建设和综合国力提升等有利条件,也必须面对资源环境刚性约束增强、水产品质量安全保障基础不牢、渔业支撑保障体系建设滞后和渔业基本经营制度不完善等制约因素。在此基础上,提出了"十二五"时期我国现代渔业发展的基本任务是:要确保渔业生态、水产品质量和渔业生产的安全,构建水产养殖业、增殖渔业、捕捞业、水产品加工流通业、休闲渔业等五大产业体系,强化渔业设施装备、科技创新与推广、资源环境保护、渔业安全保障、渔政队伍等五大支撑保障体系,提高渔业规模化、标准化、组织化、信息化、产业化的水平。
At the critical period, it is very important to tighten up researches on fisheries industry structure. This paper has discussed the principal character of modem fishery development in China during the ＂Eleventh Five-Year＂ plan in the aspects of fishery supply-demand relations, industry structure, development mode, industry position and institution innovation and so on, analyzed advantages of fishery development during the ＂Twelfth Five-Year＂ plan, such as, policies to support and benefit agriculture, more attention to national food security, market diversification at home and abroad, national ecological civilization and increase of comprehensive national strength and so on, and constraints as well, such as, rigid constraint of natural resources, insecure seafood quality safety insurance foundation, backward fishery guarantee system construction, imperfection of fishery basic management systems and so on. In the light of solving the past contradictions and setting the stage for future sustainable development, this paper has proposed essential tasks of modem fishery development in China during the ＂Twelfth Five-Year＂ plan. The tasks as followings： to insure fishery ecological safety, seafood quality safety, fishery production safety; to build five industry systems of aquaculture, value-added fishery, fishing, aquatic product processing and circulation, and recreational fishery; to strengthen five guarantee systems of fishery equipment, fishery science and technology, resources and environmental protection, fishery safety, and fishery human resources; and to enhance fishery scale, fishery standardization, fishery systematization, fishery informatization, and fishery industrialization.
