珠江上游水资源配置及持续利用对策研究 被引量:4

Countermeasure Study on Allocation and Sustainable Utilization of Water Resources in Upper Reaches of Pearl River

摘要 珠江流域在云南省境内部分是该省重要的工农业经济区,地区生产总值、工业增加值分别占全省的30.1%,42.7%,它们和人均GDP都是全省水平的1.5倍。已基本形成以蓄水工程为主、引提水等为辅的供水结构,但人均水资源量不足,现状南盘江及主要支流部分河段水质为Ⅴ类水体,高原湖泊水环境质量不容乐观。以MIKE BASIN为技术平台,通过水资源节约保护、高效利用,进行供需水预测、合理配置研究。并就影响水资源持续利用的主要问题如节约用水、水资源保护、应对突发性水污染事件、应对气候变化及极端气候事件、建立河流生态补偿机制等进行了探讨。 Part of Pearl River within the boundaries of Yunnan Province is the important industrial and agricultural economic zone of the province.Regional total output value of the area and industrial added value separately occupied 30.1%,42.7% of the total value of the entire province,respectively,which were as 1.5 times as the entire province level as well as capita GDP.The water supply structure based mainly on water storage projects and other secondary diverting and lifting water projects had basically formed,but the average of water resources was only 2 221 m3 per capita.Water quality of present Nanpan River and partial section of the main branch of river was V category of water body,environmental quality of the high land moor water is unoptimistic.Taking MIKE BASIN as the technology platform,and by saving,protecting and highly effectively using water resources,we carried out researches on the supply and demand of water predictions and rational allocation,and we carried on discussions on the main problems of effects on taking advantage of water resources continually,such as saving water resources,dealing with accidental pollution events,the climatic change and the extreme climate event,establishing the rivers ecology compensation mechanism and so on.
