摘要
广东省当前的水危机主要是水资源管理危机,如何处理好水资源管理问题是广东实现水资源可持续开发利用的最主要挑战之一。本文在分析广东省水资源现状的基础上,针对广东省水资源管理中存在的问题,运用水权、水市场理论对水资源管理在建设节水型社会作用和建立水资源可持续利用机制进行了分析,提出了建立水权制度、深化水价改革、完善法律法规等方面管理改革的建议。
The current water crisis of Guangdong Prov ince is water management crisis,one of the most impor-tant challenges in achieving sustainable development and utilization of water resources in Guangdong is that how to deal with water resources management.Base on the analyzes of the status of the province＇s water resources,the problem of the water resources management in the province,this paper analysis the impact of water resources management on the construction of the role of watersaving society and the establishment of mechanisms for sustainable use of water resources by using water rights,water market theory,give some advises on the management reform,such as establish the water rights system,deepen the reform of water prices,improve the legal aspects.
