摘要
政府管理竞争力是一种重要的社会资本,是衡量城市竞争力的重要指标之一。本文通过与时俱进、执政为民,公共行政管理和转变政府职能这三大原则,把城市政府的核心竞争力初步界定为四种,即人才竞争力、体制竞争力、机制竞争力和法治竞争力,这四者是相互联系的、开放的、发展的,并且相互作用、相互补充、相互协调、相互促进,构成一个有机的政府核心竞争力“群”或系统。
The governmental management competitiveness is an important social capital; meanwhile, it is one of vital index to measure the urban competitiveness. By means of the three principles of keeping pace with the times and governing for people, changing government's functions and the public administrative management, the paper gives the preliminary definitions to the key competitiveness for governments as the foUowing: the talent competitiveness, the system competitiveness, the mechanism competitiveness and the competitiveness governed by law, which are open, developing and related with each other. Thus, the four parts compose an organic system of the key competitiveness for government.
