摘要
集体林权制度改革是一项复合的系统工程。在简要地分析了梅县南口镇林地权属现状的基础上,重点阐述了南口镇集体林权制度改革中所遇到的问题,主要包括:群众思想认识不到位,参与积极性不高;原有的自留山面积小,难以明确划界;责任山没有真正地落实合同管理等。随后,针对现存的问题,提出了相应的对策建议:一要加强领导,落实责任;二要加强宣传,实现全民参与;三要做好林业技术人员的业务培训;四要因地制宜,合理操作;五要完善相关材料,巩固改革成果。
