摘要
从中国远洋渔业创业发展25年艰难实践的经历、国际渔业管理制度日趋严格的形势和推进产业可持续发展任重道远的角度,客观总结我国远洋渔业的发展经验,研究当前整个产业遇到的紧迫问题,追踪国外渔船装备技术发展的新情况,简述加快我国渔船装备更新改造的必要性和紧迫性,并根据产业长远发展规划和适应国家发展战略角度,代表从业企业为政府政策导向、管理重点和产业发展战略方面提出政策建议。
On the base of 25-years struggle and operation of china distant ocean fisheries,for answering the gradually strict circumstance of international fisheries manage policy,and from perspective of pushing forward sustainable development of the fisheries industry,we objectively sum up the development experiences of china distant ocean fisheries,study on urgent problems of whole fisheries industry,track the develop conditions of new technique and equipment for fishing vessels in foreign countries,sketch the necessity and urgency to renovate and update the equipments of Chinese fishing vessels.At the same time,on behalf of Chinese fisheries enterprises,we will propose suggestions on policy guiding,managing priority and development strategy to the government,according to long-term industrial development plans and nation＇s development strategy.
