摘要
自20世纪60年代以来,世界各国纷纷将海洋开发、发展海洋经济提升到国家战略的高度。在此背景下,山东省根据海洋科技发展及社会经济发展的需要,在2009年提出大力发展海洋经济、打造半岛蓝色经济区的重要举措。国外蓝色经济发展在战略制定、造船业扶持、油气开采、科技投入及海洋保护等方面的实践经验为山东省乃至全国的蓝色经济建设提供了重要启示。山东省蓝色经济的发展要根据经济发展现状和面临的一些问题,制定可行的发展策略,如实施科技兴海战略、打造山东蓝色高端产业聚集区、重视生态环境保护、加强对蓝色经济人才的培养和积极参与国际交流与合作等。
The Sea is not only an essential part of the life support system on the earth,but also a treasury house of resources.Since the middle of the last century,with the development of technology,people discovered that the sea bears rich resources of large varieties,many countries started marine exploration and development,and the marine economy has been growing continuously.In April 2009,during his inspecting in Shandong,President Hu Jintao pointed out： the marine economy should be developed actively,the marine resource should be exploited scientifically,and the advantage marine industry should be cultivated considerately,in order to construct a blue economic district in Shandong.His words took the overall situation,showed the great foresight,and indicated the direction for Shandong Peninsula’s development.This paper firstly analyzes the situation of blue economy’s development abroad,then points out the problems of blue economy existing in Shandong Province,and finally presents some strategies for the development of Shandong’s blue economy.
