摘要
随着社会经济的发展,用水问题越来越成为限制社会发展的一大问题,加之我国人均水资源短缺的国情,建立节水机制势在必行。本文在对我国水权交易模式和美国水银行制度对比分析的基础上,分析我国建立水银行制度的必要性及可行性,提出从水权交易原则的界定、政府与水银行关系界定以及水银行信息披露制度等方面对我国水银行制度进行完善,以达到建立节水型政府,促进经济和社会的可持续发展的目的。
With the social and economic development,water issue in China is increasingly becoming a major restriction of social development. In addition,because of the shortage of per capita water resource in China,it is imperative to establish the water-saving mechanism. Based on the comparison between transaction model of China’s water rights and USA’s water bank system,this paper analyses the necessity and feasibility of establishing water bank system in China. It then proposes the suggestions on perfecting water bank system in China. These suggestions consists of defining principle of water right dealing,defining relationship between the government and water bank,and information informing system of water bank. Thus it is possible to establish water-saving government and promote the sustainable development of the society and economy.
