摘要
叙述了煤矿开采规划环评中存在的资源环境承载力的计算方法不统一、生态破坏指标不完善、缺乏完善的生态补偿机制、资源综合利用方案不完善等问题。提出,需要在规划环评编制过程中充分重视资源环境承载力的定量计算和原始数据的获得、探索区域生态补偿机制、强化社会影响评价、加强共伴生资源综合利用,进行定量化环评、理顺规划环评和项目环评的关系等建议。
The capacity ability of resources and environment calculation can not be counted exactly because of the lack of data.The mechanism of ecological compensation and the plan for comprehensive utilization of the resources are not perfect.Points out that we should pay great attention to quantitative calculation of capacity ability of resources and environment calculation and raw data,explore region acquisition mechanism of ecological compensation,enforce social impact assessment,enhance resource comprehensive utilization,and straighten out the relationships between plan EIA and project EIA.
