摘要
国有企业是国民经济的重要支柱,是全面建设小康社会的重要力量,是党执政的重要基础,肩负着重大的经济责任、政治责任和社会责任。2008年3月,国务院批复了《天津滨海新区综合配套改革试验总体方案》,其中第一项任务就是深化国有企业改革。为加快贯彻落实国家的要求,本文拟结合滨海新区实际情况,从产权制度改革,现代企业制度建立,发展模式创新等几个方面深入研究滨海新区国有企业改革的实施路径,并提出相应的对策建议。
The state-owned enterprises is the important pillar to national economy,force in building a moderately prosperous society in all respects and foundation for the governance of the Communist Party of China,it shoulders major economic,political and social responsibility.In March 2008,the State Council approved the 《the Overall Program of Composite Supporting Reform Test in Tianjin Binghai New Area》,the top priority was deepening the reform of state-owned enterprises.In order to meet the State Council＇s requirement,based on the actual situations of Binghai New Area,this paper thoroughly study the reform paths of the state-owned enterprises in Binghai New Area from the sides of property system reform,modern enterprise system establishment,development model innovation and development environment optimization,and then further put forward related security and improvement suggestions.
