摘要
以试验装备管理责任评价为研究对象，分析了试验装备管理责任制的现状，针对科研试验部队实际提出了试验装备绩效、完好率、安全率等3个简化且定量的评价目标指标，基于试验装备全寿命管理的6个阶段示例性地分析了阶段重点环节和指标建立的思路，研究提出基于目标与过程相结合的试验装备管理责任评价方法。总结分析了实际应用结果，提出了应用该方法需要注意的问题。
The paper describes the study on assessment of management responsibility and analyzes the status of management responsibility of testing equipment. Three quantified and simplified evaluation indexes which comprise performance, intactness rate and security rate are brought forward. The thought on stages key steps and how to build on indexes are studied with six phases based on life cycle of testing equipment management. A new evaluation method of testing equipment management based on combination of targets and procedures is developed. Consequently the outcome of implementation of the method is analyzed and concludes and the problems require attention when using the method is highlighted as well.
