摘要
分析了企业逃避治理污染的临界点和处罚严厉程度对企业逃避污染治理行为的影响，以及政府的最优管制程度。对我国企业逃避污染治理行为的原因进行探讨，并针对目前实际情况提出强化企业污染治理的对策建议。
The threshold of escaping polutdri control, the impact of the degree of the punishment to enterprise' s pollution conrol and the best degree of government management were analysed. The reason why enterprise escaped pollution control in China was discussed. Based on the actual situation , how to strengthen pollution control of enterprise in China was Suggested.
