摘要
日本政府强力推进的国立大学法人化改革激活了大学研究成果与产业发展需求对接互动的多重机制,在一定意义上改变了整个国家的科学技术创新体系。国立大学法人化后,日本各大学积极探索产学合作创新体制和管理改革,优化其产学合作创新的体制环境,加速了日本大学产学合作创新活动的开展,带来了日本大学知识创造和技术创新的新时代。作为创新经济时代大学去行政化具有推广价值的制度创新,日本国立大学法人化的经验可为中国大学在其运行惯性和市场牵引下呈现出的过度行政化和过度市场化两种"失范"现象提供借鉴和启示。
The Japanese reform of the incorporation of national universities has activated multiple mechanisms for enhancing the interaction between the university and the industry and changed the technological innovation system of Japan to a certain extent.Most of the universities actively explored the industry-university innovation system and its management reform and optimized the institutional environment of this cooperation,which brought a new era of knowledge creation and technological innovation to Japanese universities.This will provide important reference and inspiration for us to solve the problem of excessive bureaucracy or marketization of Chinese universities.
