摘要
分田到户以来,农民已经发生了很大的分化,并因此产生了不同的土地权利要求。从最大限度保护农民利益与有效实现土地经营方便的角度看,目前实行的农地制度安排存在严重缺陷。
Since China took open and reform policy and distributed lands to individual peasant households in 1978,peasants no longer share the same economical interests and hold different requirements about land profits.From the angle of maximization the rights of peasants,the current land system should be reformed.
