摘要
水源地具有十分重要的生态功能,是水资源安全的重要保障,其生态环境保护必须构建一个实现机制,在这个机制中,最重要的是要说明如何通过法律制度、利益杠杆和技术手段达到生态环境保护的目的。归根到底还得要有产业的支撑,为生态保护政策、利益和技术提供实现平台。因此,生态产业是防治环境污染和保护生态环境的技术保障和物质基础。生态产业的开发具有生态效益、经济效益和社会效益,其经济效益就是生态产业对其利益相关者带来的直接或间接收入增加,或经济损失减少,即负损失,主要体现在投入产出、机会成本、产业带动和结构优化效益四个方面,从环境保护水平和能力建设的角度实现经济发展与生态保护的双赢。
Water sources is of great ecological functions,the importance of safety to protect water resources,its ecological and environmental protection must build an implementation mechanism,in this mechanism,the most important thing is to show how the legal system,the interests of leverage and technical means to achieve ecological The purpose of environmental protection[1].In the final analysis,it is need the support and platform of industry for the ecological protection policies,benefits,and technology.Therefore,prevention of environmental pollution and ecological industry is protecting the ecological environment of technical support and material basis.Eco-industrial development has ecological,economic and social benefits,the cost is the eco-industry stakeholders,bringing its direct and indirect income,or economic loss,a negative losses,mainly in the input-output,opportunity cost,optimization of industrial structure,efficiency driven,and the four aspects,from the level of environmental protection and capacity-building point of view to achieve economic development and ecological protection of the win-win situation.
