摘要
城市自主创新能力对推进皖江城市带承接转移示范区基地的建设意义重大。以创新的投入能力、管理能力、保障能力、产出能力等为一级指标建构皖江城市带城市自主创新能力的评价指标体系,采取主成分分析法,可以对皖江城市带各城市自主创新能力进行全面、综合的比较分析。皖江城市带九城市自主创新城市建设需要加快经济发展,增强创新投入能力;重视创新人才队伍建设,加强创新管理能力;建构良好的投融资环境,加固创新保障能力;营造创新氛围,加快创新产出能力。
Innovative capacity is essential for the construction of industrial-transfer demonstration area in the Wanjiang Urban Belt.Based on componential analysis,an evaluation system,which prioritizes four indexes,including input,management,guarantee and output,is employed to conduct a comprehensive comparison for cities involved.After the above-mentioned evaluation,the author reaches the conclusion that input can be increased by speeding up the economic construction;management should be strengthened by attaching importance to the cultivation of qualified personnel;guarantee should be reinforced by creating a favorable investment environment;output should be increased by creating an innovative atmosphere.
