摘要
英国、法国、美国等国家的高等教育质量评估与保障框架及其运行机制显示,高等教育体制、传统文化和社会背景对质量保障运行机制都会产生影响。高等教育质量保障框架模型分析显示,质量保障主体拥有的责任和权益关系清晰、和谐是高等教育质量保障机制良性运行的前提,院校内部自律为主、内外保障有机结合的模式是高等教育质量保障的发展趋势。
The article studies the quality assurance framework and operation mechanism in the UK,France and the United States.Then,it explores in depth the impacts on quality assurance framework by diverse higher education systems,traditional culture and social context.The framework model analysis shows that the clearly-defined and harmonious relation of responsibility,rights and interests between stakeholders ought to be the pre-condition of a healthy quality assurance mechanism.Furthermore,the model combining both internal and external quality assurance,while giving the priority to the self-review of higher education institutions,would be the development tendency of quality assurance in higher education.
