摘要
根据历史文献与作者对陕南秦巴山地矿产资源开发利用实地考察资料的综合分析研究，认为：本区矿产资源开发利用优势：一是矿产资源丰富、种类齐全，质量优良；二是矿产资源综合利用潜力大；三是资源开发、用水用电优越。据此，全区已建成了大、中、小工矿企业８５家，乡镇及个体厂矿１００余家，开发利用矿产４０余种，其经济效益逐年增加。但由于人们认识及工作中的失误，现存在的主要问题是：①粗放式开发、采富弃贫，回收率低。②综合开发利用水平低、资源浪费严重，③生态环境问题日趋突出。针对以上问题，进而探讨了矿业持续发展方略，同时提出了依靠科技振兴矿业；建立集约型生态经济矿区；强化“废物”资源化系统工程建设；依法治矿。
According to analysis of historical documents and field investigations in Qinling Daba Mountains of southern Shaanxi province,this paper identifies the superiority in mineral resources exploitation and utilization of the study area: 1)abundant mineral resources with different varieties and high quality; 2)great potential in comprehensive utilization of the mineral resources; and 3)accessible to water and electric in the process of exploitation. Up to now, 85 industrial and mining enterprises of large, medium and small scale have been established,more than 100 town & township and private enterprises have been built,and over 40 varieties of minerals exploited and utilized,gaining an ever increasing economic benefit.However,owing to inadequate awareness and malmanagement,certain problems were also caused such as extensive exploitation,high grade ore exploitation but lean ore abandonment with low return rate; low level comprehensive exploitation and utilization accompanied with serious wastage of mineral resources; and increasingly serious eco environmental problems.In light with the above mentioned problems,this paper discusses the atrategy for sustainable development in mining industry,and puts forward some countermeasures such as to develop mining industry by science and technology;to establish intensive eco economic mining areas;to build system engineering of resourcelization of waste materials;and to manage and protect mineral resources by law.
