摘要
在分析建立江苏沿海防护林补偿制度的意义和理论依据基础上,提出了建立江苏沿海防护林补偿制度的指导思想和基本原则,并从补偿的主体、补偿的对象、补偿的标准以及补偿的途径等方面建立了江苏省沿海防护林生态补偿机制的基本框架。提出政府是最主要的补偿主体,补偿的对象主要是林农和林场的专职护林员,以及一些因保护沿海防护林而遭受损失的单位和个人,补偿标准的确定需要考虑投入的成本、建设和保护海防林的机会成本等诸多因素,以构建一个以政府主导、市场推进为补偿途径的可行的补偿机制。
Based on analyzing the significance and theoretical basis about the eco-compensation system of coastal shelterbelt in Jiangsu Province,the principles of the eco-compensation system of Jiangsu coastal shelterbelt were proposed in this paper.The basic framework for eco-compensation mechanism was established from the subject of compensation,the object of compensation,the standards of compensation and the means of compensation.This paper pointed out that the government was the main subject of compensation.The object of compensation was primarily for foresters,forest rangers,and units and individuals who have losses because of the protection of coastal shelterbelt.The standards of compensation need consider the cost of silviculture,the opportunity cost about protection of coastal shelterbelt and many other factors.A feasible eco-compensation mechanism was put forward at the end of this paper which was by government-led and market advance.
