摘要
以浙江省衢州市森林生态效益补偿制度的实践为例,分析了我国当前森林生态效益补偿机制的现状,国家对生态公益林的补助标准为75元/hm2,指出目前的补偿制度存在资金渠道单一、总量不足、补偿范围窄、补偿标准低、补偿方式简单等问题,提出了建立多元筹资机制、合理确定补偿标准、实行财政分级负担、科学确定补偿范围、实行补偿形式多样化等进一步完善森林生态效益补偿机制的建议。
Analysis was made on current situation and problems of ecological forest compensation system in China. Propositions were offered such as different fund raising ways, rational compensation fee, transference of financial management responsibilities to the various levels, compensated forest and different compensation methods.
