摘要
剖析当前集体林权制度改革对森林资源配置及可持续利用、森林资源管理、森林资源安全等林业生态方面所产生的负面影响,提出正确处理生态保护与可持续发展的问题,倡导推行近自然的林业经营理念,有效进行生态保护,增加林农经济,使短期致富与长期发展相统一。并就如何更好地兼顾生态受保护、林农得实惠,从经营理念、科学管理、资金扶持、政策体制、服务体系、保护机制等方面提出具体措施。
Analyzes the current Collective forestry reform which produces negative influence to the forestry ecology aspects in forest resources disposition and sustainable development,forest resource management and security and so on.Proposed the countermeasures to deal with ecological protection and sustainable development correctly,advocates the forestry management idea close to nature,effective ecological protection,increases in forest worker economy,unity of short-term rich and long-term development.And raises up the countermeasures on how well to give dual attention to ecological protection and the forest-worker benefit,proposes the specific measures from management idea,scientific management,financial support,policy regime,service system,protection mechanism and so on.
