摘要
公众认可、正规畅通的回收体系是电子废弃物资源化再利用的前提。文章梳理总结了当前电子废弃物回收再利用体系的特点,认为当前基于市场自发形成的回收体系有效的基础在于该体系的便民性、成本有效性,但同时该体系又面临低端经济性、利益空间有限性、部分ICT电子废弃物缺乏覆盖性以及政府游离于体系外的无管理性等瓶颈。建议在当前正确认识ICT业发展带来电子废弃物快速递增的事实,针对电信企业独特的经营特点,政府以环境合同重构以电信为载体的电子废弃物回收管理体系。新体系可推动现有回收体系低端经济高端化、正规回收成本有效化、政府可控化以及电子废弃物回收现利用的全覆盖,从而创造出消费者易于参与的电子废弃物再利用的回收环境。
Public recognition and regular flow of electronic waste recycling system is the premise of reuse of resources. This paper reviews the summary of the current electronic waste recycling system features that the current spontaneous market-based system is based on the system＇s convenience, cost effectiveness, but the system is facing some shortcoming as follow： low economy, interest space limited, some ICT electronic waste outside the recycling system and the government separated from the non-management of system. The author proposed that on the basis of current correct understanding of the development of ICT industry to bring fast increase of electronic waste, and considering the unique operating characteristics of the telecommunications business, government should reconstruct the environment in the telecommunications carrier＇s e-waste recycling management system. The new system can promote the existing collection system to upgrade economic, recover effective cost of the formal recycling company, increase government control and create the participation of consumers in recycling electronic waste.
