摘要
当前山西煤矿安全监督体系存在诸多问题,主要表现为监督行为失范造成虚监、监督环节僵化造成监督形式化、监督对象复杂造成漏监。究其原因,主要是地方政府片面追求经济发展忽视了煤矿监督体系的发展,监督体系改革不彻底造成监督无力,利益驱动造成监督形式化,监督资源异质性造成漏监。为此,完善山西煤矿安全监督体系需做好以下工作:发展多元经济,摆脱对煤炭产业的单纯依赖;建立综合监管部门,改变九龙治水局面;建立监管责任惩罚机制,规范监督行为;转变政府职能。
Nowadays in Shanxi Supervision System of Coal Production,there exist many problems such as cosmetic and weak supervision.There are many reasons for it,one important reason is supervision system reform is not complete and dramastic.Therefore,in order to do well in coal production,we should do much work,for example,we should set up comprehensive supervising sectors,etc.
