摘要
剖宫产率居高不下已成为严重的公共卫生问题。潍坊市充分利用普及基本医疗卫生制度实验性研究契机,探索实行孕产妇住院分娩单病种定额付费办法,即:不论平产、侧切、剖宫产均实行定点分娩、定额付费、定额补偿,定点医疗机构剖宫产率由原来的48.07%降低到33.99%,孕产妇住院费用负担大幅度降低,同时达到降低剖宫产率和控制医疗费用增长的双重目的。
At present,the high rate of cesarean section has become a serious public health problem.In order to solve this problem,Weifang explored to implement the quota payment of the hospital delivery through full usie of the experimental research on establishing essential healthcare system.No matter which delivery methods were selected,natural childbirth,assisted vaginal delivery and cesarean section were all delivered in the designated hospitals,paid by the quota payment and compensated in a fixed amount.The cesarean section rate in the designated hospitals decreased from 48.07% to 33.99%.The maternal’s economic burden had been relieved and at last the double aims are achieved to reduce the cesarean section rate and control the medical fees.
