摘要
《国家中长期教育改革和发展规划纲要（2010-2020年）》提出要“重点发展农村学前教育”，组织实施“推进农村学前教育”重大项目，开展改革试点，这对全面促进我国农村学前教育的发展具有重要意义。参照国外有关经验，我们认为，要切实发展我国农村学前教育，必须正确认识农村学前教育的价值和意义；必须尽快立法，以确立学前教育的性质和地位；必须明确政府责任，加强对农村学前教育的管理；必须加大中央财政投入力度。
The Statc Medium and Long Term Program on Education Reform and Development （2010-2020） refer that we must focus on the development of rural preschool education and plans to launch the Rural Preschool Education Promoting Project, which is of great significance for rural preschool education development. With a reference of foreign experience, we believe that a better development of rural preschool education depends on a correct understanding of its value and significance. Relevant laws umst be made to establish the status of preschool education; responsibility should be specified to enhance the management; and the central government investment should increase to realize fairness in preschool education.
