摘要
我国公共图书馆立法工作正在进行中,但相对发达国家而言,我国立法工作起步晚,经验不足。美国独立的公共图书馆法制化运营、日本以教育法为支撑的公共图书馆法制体系、韩国完善的公共图书馆法律保障机制都能为我国公共图书馆立法工作提供借鉴。在立法进程方面,要密切联系国家经济、教育政策;在法律实施方面,要推动各界参与公共图书馆立法,建立反馈机制;在法律制度方面,使国家法规与地方条例互补;在行业自律方面,要强化中国图书馆学会职能。
The legislative work of Chinese public library law is in progress, but the initial step is later than developed countries, and the experience is insufficient. We can refer to the experience of other countries, such as the American independent public library legal operation, the Japanese public library legal system supported by educational law, and the comprehensive legal protection mechanisms of South Korea＇s public libraries. In the legislative process, it＇s necessary to closely link to national economy and education policy. In law enforcement procedure, it＇s important to encourage the community to participate in public library legislation, and establish feedback mechanisms. In the legal system, it＇s essential to complement national legislation and local regulations. In vocation self-discipline, we should strengthen functions of Library Society of China.
