摘要
以大庆油田(内陆油田的典型代表)为研究对象,以环境成本核算为研究视角,以折算经济价值为表现形式,从有关资料总结、开采历史回顾入手,分析石油开采业对生态环境产生的影响。结合内陆油田石油开采特点归纳其相关活动产生的环境成本构成,按照环境成本的产生时序将其分为环境维护成本、环境治理成本和环境降级成本。应用市场价格法、生态系统服务价值法,在分类测算单项环境成本基础上,加和核算石油开采的整体环境成本。研究期间(2002—2003年)大庆油田石油开采环境成本约为239.3元/t,其中环境降级成本约占总成本的80.6%,由此揭示石油开采对城市与区域生态环境的影响。
Taking the Daqing Oilfield,a typical inland oilfield,as the research target,this paper internalized the external cost caused by petroleum exploitation into the value system so as to work out the effects on the city and regional ecological environment by related activities of petroleum exploitation.According to time sequence,environmental cost is divided into maintenance cost,treatment cost and degradation cost.The market price approach and ecological system value-of-service approach were used to calculate the cost as a whole.During the research period of 2002-2003,the environmental cost of petroleum exploitation was approximately 239.3 RMB per ton,and the environmental degradation cost accounted for 80.6% of the total environmental cost.It unravelled the negative influence on the city and regional ecological environment by petroleum exploitation industries.
